The federal government has signed off plans to extend prison capacity by about 1800 locations over the following 5 years.
Corrections Minister Judith Collins says it is going to cost round $1 billion.

She says 341 extra locations are already being added by double bunking and conversions, however that is not going to be sufficient.
"Despite important progress in decreasing crime the number of prisoners has increased quicker than projected," Ms Collins stated on Tuesday.
"This is because the proportion of offenders charged with severe crimes has risen, meaning extra people are being remanded in custody and serving more of their sentences in prison."
She says there has to be a response or there will probably be unacceptable security dangers.
"To meet the expansion in the prison population we need to put money into an additional 1800 prisoner places within the community at a development price of round $1 billion."
There might be a brand new 245-bed block at Mt Eden Prison and a new 1500-bed facility at Waikeria Jail, as well as increased double bunking in Ngawha Jail in Northland.
Ms Collins says about 700 extra workers shall be needed when the undertaking is completed.
Prime Minister John Key says the crime charge has positively fallen but the "onerous end" of criminality is growing.
"It's the changing nature of crime, and it is a world trend," he said.
Labour chief Andrew Little says he hopes New Zealand's financial growth is not going to be built around imprisoning extra people.
"In the long run, our prisons are a mark of failure of legislation enforcement," he instructed reporters.
"One of many causes we are calling for an extra 1000 police is that just the presence of police in our communities is a deterrent - you find yourself deterring crime and you do not want more prison beds."
The Greens say prisons bursting at the seams is a symptom of systemic failure.
"The government is constant to under-spend money on any long term strategic option to handle the drivers of crime," stated the party's corrections spokesman David Clendon.
"We need to take this opportunity to have a whole rethink about how we manage our jail methods in order that they're part of lowering crime, not just a place to carry increasingly people who want our assist."
